The Honorable Thomas M. Middleton, Chairman

Senate Finance Committee

Re:  Support for Senate Bill 654

       Energy Saving Investment Program

Dear Mr. Chairman and Members of the Committee:

The Maryland Consumer Rights Coalition, Inc. is a non-profit education and advocacy organization that promotes equity and fairness in the consumer marketplace.  We support the enactment of Senate Bill 654, Energy-Saving Investment Program.

In the past, Maryland had some of the most effective energy conservation programs in the country, which helped many consumers save money.  SB654 will provide a much needed service to Maryland consumers by reestablishing statewide energy conservation programs.

At this time of rising energy prices, consumers are anxious to find ways to conserve energy and save money on their utility bills.  The Legislature needs to take decisive action now, so that consumers will be able to improve the energy efficiency of their homes at soon as possible.  This issue is of great concern to many consumers and should be addressed by the General Assembly this year.

For these reasons, the Maryland Consumer Rights Coalition urges you to give Senate Bill 654 a favorable report.

                                                                                    Very truly yours,

                                                                                    Cheryl L. Hystad
