Comments: The Maryland Home Improvement Commission (MHIC) will accept complaints against contractors, subcontractors, and salespersons. When submitting your complaint, be sure to include a copy of your sales contract, your cancelled check and other relevant information. Complaints can be accepted up to three years after completion of work, but criminal charges may only be filed within one year.  If the MHIC investigation finds home improvement law violations, it may file regulatory or criminal charges against the guilty party.  MHIC makes no monetary awards for homeowners in the complaint process, but if a licensed contractor was used, the homeowner may be compensated for actual losses through the Guaranty Fund claim process.

The MHIC will also check the records of contractors, subcontractors and salespersons in the home improvement industry. The MHIC will inform consumers whether or not contractors are currently licensed, whether complaints have been filed against a contractor and the number and nature of complaints recorded.  Make sure any contractor you use has a license (If licensed, the contractor will have a MHIC number).
